WordPress is a publishing platform and if your blog is hosted for free on WordPress.com (eg. yourblog.wordpress.com) you can't upload themes. If you download the platform and host it yourself you can alter it and upload themes (eg. yourblog.com). Here are some hostswordpress.org/hosting/ that make it easy to install wordpress. They have got a lot more information in their FAQ.
